In recent weeks, i had been having problems loading YouTube videos on www.youtube.com as well as embedded YouTube videos on other websites. The mentioned error is depicted above. YouTube's CDN provider happens to be Limelight Networks. Initially i figured that the Limelight Networks CMS wasn't able to handle the additional number of requests because the number of slots to serve users had been used up and therefore the fetching of the FLV file had stalled thus resulting in the error message above being sent back to the user. But then after close inspection, i think the fault may also lie in certain videos that have been 'dumped' / 'transferred' into Google Video's cache server's because of Limelight's CMS not being able to stream the FLV file back to the user due to insufficient request slots at the backend. Read on...
I realised (in my case) that only the video files that were being loaded from vxx.cache.googlevideo.com had this problem. It wasn't a browser problem which quite a number of netizens thought it was because i loaded that same video on Mozilla Firefox, Internet Explorer, Mozilla, Safari, Netscape and Opera without success as well. Then some netizens faulted Google Web Accelerator. They uninstalled Google Web Accelerator and some say it worked for them (i think it's pure fluke). I don't have it installed on my PC but i still get the same error messages. Some also say reloading helps. This has helped me.. the reloading part. However, it's only a temporary solution until Google Inc. and Limelight Networks Inc solves this problem fully.
So try either ONE of these steps to see if you can overcome this problem. Tell me if it works for you!
A. Reboot your Router / Modem. Then reload the video on your browser.
B. Change your DNS settings and point it to OpenDNS's DNS server at either 208.67.222.222 or 208.67.220.220 .
C. Completely UNINSTALL Google Web Accelerator from your machine. Here's how:

If you're having this problem with a Mac, try updating to the latest version of Flash. That solved the problem for me.

I tried all the solutions mentioned above, but none of them worked. I even tried to use proxy servers.
Eventually, I installed HotSpot Shield, a program that hides your IP and assigns a new IP to your computer.
Now I can watch again the videos on youtube. It works with both my browsers: IE7 and Mozilla.
